Centre County Unified Planning Work Program (UPWP)


Preparation of the Unified Planning Work Program (UPWP) is a required element of federal metropolitan transportation planning regulations. The UPWP lists the transportation planning activities to be completed by the Centre County Metropolitan Planning Organization (CCMPO) between two specified years. The UPWP must be updated every two years. 
 
Funding to complete the work tasks in the UPWP comes from the Federal Highway Administration, Federal Transit Administration, and the Commonwealth of Pennsylvania. The federal and state funds must be matched by local funds, which are contributed by Centre County government, the Centre Region municipalities, and organizations represented on the CCMPO.
 
Staff support for the CCMPO is provided by the Centre Regional Planning Agency (CRPA), CATA, Centre County Planning and Community Development Office (CCPCDO), PennDOT Engineering District 2-0 Office (Clearfield), and PennDOT Central Office (Harrisburg). These organizations work together to prepare transportation plans and programs, propose project priorities, and complete technical studies to be used by the CCMPO Coordinating Committee to make policy decisions and fulfill its responsibilities.
