Residential Construction is regulated by the 2018 International Residential Code and the PA UCC and includes the construction, alteration, movement, enlargement, replacement, repair, renovation, and demolition of one- and two-family dwellings and townhouses not more than three stories above grade in height.

The provisions of these codes shall apply to the construction, alteration, movement, enlargement, replacement, repair, equipment, use and occupancy, location, maintenance, removal and demolition of every building or structures or any appurtenances connected or attached to such buildings or structures. Exception: Detached one- and two-family dwellings and multiple single-family dwellings (townhouses) not more than 3 stories in height with a separate means of egress.
Rental Housing
The Centre Region Rental Housing and Building Safety Code,2023 Edition, has been adopted by the municipalities effective August 1, 2023 (exception: Bellefonte Borough).
The scope of this code applies to all existing residential and non-residential structures and all existing premises to ensure the minimum requirements and standards for structures, equipment and facilities for light, ventilation, space, heating, sanitation, protection from the elements, life safety, safety from fire and other hazards and for safe and sanitary maintenance.
Exception: Owner-occupied single-family dwellings that do not require a rental housing permit are exempted from all sections of this code except Sections 108, 109, 110, 302, 304, and Chapters 2, 9, 10 and 11.
The Centre Region Building Safety & Property Maintenance Code, 2017 Edition has been adopted by Bellefonte Brough.

Fire Safety License
(State College Borough, and Ferguson, College, Patton and Harris Townships)
Inspection of all commercial properties, including all business offices, mercantile, assembly and industrial occupancies are required to ensure compliance with the Centre Region Rental Housing and Building Safety Code,2023 Edition, which references the 2009 International Fire Code.
The Code Office administers the adopted building, property maintenance and fire codes, and coordinates with the health department to identify and provide guidance on the mitigation of conditions that would compromise the health and safety of residents and visitors of the Centre Region
