Refuse and Recycling Program
The Refuse and Recycling Program is funded primarily through user fees and operates as an enterprise fund, with service charges designed to fully cover the program’s operating costs.
Main Sources of Funding:
Service Fees Paid by Households - Residents in the townships that participate in the regional refuse and recycling contract pay quarterly fees for refuse (trash) collection and recycling services, and a small amount of those fees from each residential account make up the majority of the program’s funding.
Recycling Market Revenue (Limited)
The program has in the past received some income from the marketing of collected recyclable materials by the Centre County Recycling and Refuse Authority. Those funds provide a fund balance that is allocated towards special project costs.
