Rebecca Petitt
Human Resources Director
Becca graduated from Mansfield University with a degree in Accounting. She worked 15 years for Northern Tier Community Action, a social services organization, and has always had a passion for helping others and serving her community. In 2014, she relocated to State College to begin her tenure at COG in the finance department. In 2016, she was promoted to the Human Resources Director position and has earned her PHR (Professional in Human Resources) from HRCI (Human Resources Certification Institute).
Becca supports the Human Resources Committee, assists the Executive Director, and provides guidance to the Agency Directors regarding employment and labor laws, COG policies, and personnel matters.
Becca lives in Ferguson Township with her husband, Zack.

Scott Binkley

Executive Office Administrator / Right to Know Officer
Scott joined the COG Administration team in 2019 and has served the needs of the public for nearly three decades. Scott enjoys working alongside the region’s elected officials to support and achieve common goals. A State College native, Scott understands the area in which we live and takes pride in our community.
Scott supports the Executive Committee and General Forum and provides direct assistance to the Executive Director, Human Resources Director, Facilities Administrator, and Finance Department. Additionally, Scott serves as the COG representative on the C-Net Board of Directors. Scott resides in Harris Township with his wife Tracy, and 3 daughters.
